Not sure if that was the problem. Quit the app, didn't fix. Rebooted everything, fixed! Onward and upward. I'll see if I can replicate.

Same happens here in PixelmatorPro and Affinity Designer. Can you explain what you expect from a Gaussian Blur and a Threshold effect in a stack at the same object? You can add Threshold as a new Adjustment Layer:

Ellen, how do you see that EFFECTS/Threshold layer in the LAYERS panel? I only see it in the effects stack.

Mine looks different. Could be you used the Adjustments Layers as a mask - hence the down arrow.
