Ventura Print Dialog let me change scale mode

I just got a new MacBook Pro with Ventura. When I print now, I can't change the scale to 100%, it always scales to fit. I have selected a borderless page size, but it insists on scaling with a border. How can I get it to let me change scale mode? Thanks
