Whats best way to convert image weight 1024 x 1024 to icon weight 44x44 or 64x64?!

Via SVG. Here´s an example Icon made for 64x64; strokes 4 or 2px and all dividable by 2. If you want an unusual step to 44x44px you need an extra drawing because you´ll get an odd number of pixel as fractions and this will result in uncontrollable anti aliasing:


So maintaining quality by different amount of px is technically not possible - unless your target app will/can render SVG of course.
