"Glow" Style added to the Styles Section!

One feature I would love to see is a "neon sign" effect to items. This would be really nice when making neon signs, app icons, and adding effects to photos! While I can do it with a lot of editing using outer shadows and inner shadows, it would be cool to be able to just add an effect and call it a day.

Features that would be nice to add to this Style:
- The ability to use gradient rather than just color! (This would also be useful in inner and outer shadows as well)
- The ability to choose if the glow if coming from the front like a neon sign, or behind like a backlight (Example image provided)
- A slider to adjust how intense the light and glow is
- A slider to adjust the glow overlap (Like a thin neon strip on a shape or backlight bleeding over the edge of the object like in the example provided)
