If I turn off Constrain Proportions please keep it turned off until I want it on again!

I use the Transform tool often and it's very frustrating when you turn off Constrain Proportions, do something, do something else and then return to Transform something else and find that Constrain Proportions has been turned on again. Please let me decide if I want the bloody thing turned on or not
