So I am constantly running up against what should be easy tasks but PM and PMP seem to fight me every step of the way. I have two shapes, each a vector on its own layer. The only two layers. I select each and click format, shapes, and I see add and subtract in the menu but they are grey. I want to subtract the two. Ill add screen grabs in a moment. Can you help?

What kind of object is Layer? You can't use Boolean in a mix of raster and vector objects. But you can convert the Layer per selection into a Shape via Format->Convert into Shape.
