is it normal that I can't draw continuous path line with pen tool?

Hi im a green-hand level user.

To make vector image, I used pen tool and begin drawing but I'm able to make continuous path lines at all without fill or stroke options' on~

Do I have to check one of the two options (fill and stroke) necessarily? to make continuous path lines?
