I can't seem to get the eraser to fully erase where I need it to.
Any idea why?

Hey there, in the Tool Options bar above your image, the Opacity setting is at 36%, so the eraser is essentially erasing to 36% transparency. If you move it to 100%, the area will be completely erased.
