I downloaded icons on flaticon and would like to make the more transparent to place on the background.
Can I adjust icon opacity from a PNG or SVG file?

Sure you can — if you want to make the entire icon more transparent, PNG might be simpler as it's just a flat (single-layered) image, though with SVG you can select individual paths and make them more transparent, giving you more flexibility. Just open the file, select the Style tool and move the Opacity slider to change transparency.
