I used to have all my files. But now for some reason all of them have the arrow on them and I can’t open anything. When I use the files app they’re listed but all have the download circle spinning. What gives. Need to get my files ASAP

In this case, it might be worth trying to sign out of iCloud, then signing back in to resync your files. It might also be a space issue — iOS may have temporarily removed any unused files from your device but can't download them from iCloud if there's not enough space.
