That picture is not worth a thousand words ; doesn't explain anything. Who knows whats above that background layer. Turn off everything above and see what happens.

Good, thanks. It is not good to claim something as a "bug" without some text description of what you were trying to do. This might be better in the Forum with "Why is my background layer not showing up?" Also with text describing what you were trying to do and what you thought was going to happen. A very brief one liner "bug" declaration like yours was not helpful.
