I don't think there is a way to adjust the alignment guides from the rulers.
I just use a 1-2 pixel line shape vertical or horizontal (with ⇧)then rotate the desired percentage.
These at 9.7° and 15°.

So, for rotating guides, it depends on what software you're using. In Photoshop, grab the move tool, hold down R, and then you can set the angle. If it's something else, spill the deets, and I'll try to help.

What are deets? Details? Pix Pro does not currently allow you to rotate the built in ruler guides. The line shapes in the example above are rotated with the move dialogs to specific degrees. And this is not about Photoshop. How will you help?
