Is there a URL Scheme or any other way to open a supported photo in Pixelmator Pro for automation purposes?

Hey! If I understand it correctly, you want to open a photo from the web directly in Pixelmator Pro? You can copy the photo, then Option-click Pixelmator Pro icon and choose New from Clipboard. If you're not particularly worried about the quality of the photo, you can also simply drag and drop the photo onto the Pixelmator Pro icon to open it. Please let me know if that's what you meant!

I am not trying to open from the web. Custom URL schemes are a common way for apps to automate and interact with each other. For example I’d like a script or Shortcut to be able to open a photo in Pixelmator Pro.

Got it – you can try Shortcuts. Pixelmator Pro itself has 21 actions in the Shortcuts app and it can also be incorporated into system actions, just like in your case for opening files. I think this would be the solution in your specific case:
