View Image Size

I'm trying to resize my image but it always resizes the canvas - even when selecting "Image Size". How can I resize the image without changing the canvas size?

I'm also trying to figure out how to view the image size in inches when viewing the toolbar - I can only see it in pixels. I changed the ruler to inches, but when changing the image size by dragging the corner I can't tell what size it is in inches.

Does anyone have any tips/tricks?

Under Arrange (V) tool is a Size section where you can adjust the size (check Constrain proportions) without affecting other layers.
