Hey there, blur effects work by averaging the values of nearby pixels, so the edges become transparent because beyond the edges of a layer or image, there is nothing — in other words, transparency. In Pixelmator Pro, the default behavior is to blur layers 'correctly', but you can also force effects to preserve transparency by clicking the name of the effect and choosing Preserve Transparency, like in the screenshot below:
