Hey there, once you add the circle shape, you can choose the Arrange tool, where you'll find Width and Height fields. In this case, changing the width or height to 0.06 inches with "Constrain proportions" turned on should get you the result you're looking for. To do that, you can enter "0.06 in" in the width or height fields, then press Return.
P.S. It looks like there's a bug at the moment and you'll see the width/height values change to "1 in" but the physical size of the circle on the canvas should be correct. I've reported this to the devs and we'll do our best to fix it!
