Outline stroke as separate layer for shapes/text?

Trying to do something like this for text and/or shapes for Cricut machine.
Cuts 2 separate pieces of vinyl, then lay one on top of the other.

I'm trying to merge/join/whatever the stroke of an object with the object itself.
Use it as the black background.
Then the other red layer on top.
When using the stroke and exporting as SVG, it is simply a solid. It's not two layers.

Hey Chris, just to double-check – the stroke applied to the text layer, right? If so, could you not duplicate the layer, and have one layer with a fill and no stroke, then another layer with a stroke and no fill? It seems like that should work...

Thanks. I played around and that’s what I did.
Duplicate the layer, expand the selection, make it black and save it as a shape.

The Cricut software doesn’t seem to like Pixelmator text for some reason so I had convert both layers to shapes.
I will test it some more.
